Country Reports on Terrorism 2022

"Country Reports on Terrorism 2022 is submitted in compliance with Title 22 of the United States Code, Section 2656f (the “Act”), which requires the Department of State to provide to Congress a full and complete annual report on terrorism for those countries and groups meeting the criteria of the Act.

Following the September 11, 2001, attacks on the World Trade Center and the Pentagon, the United States established a strong and sophisticated counterterrorism enterprise to reduce the threat of large-scale terrorist attacks on the homeland.  More than 20 years later, the terrorist threats we currently face are more ideologically and geographically diffuse.  At the same time, the United States is confronting a diverse and dynamic range of other national security challenges, including strategic competition, cybersecurity threats, and climate change.  To tackle evolving and emerging terrorist threats within the context of broader national security priorities, the United States inaugurated a new counterterrorism policy, shifting from a U.S.-led, military-centric approach to one that prioritizes diplomacy, partner capacity building, and prevention.  Striking a new balance between military and civilian counterterrorism efforts recognizes the need to deploy the full range of counterterrorism (CT) tools and ensures a more sustainable whole-of-government and whole-of-society CT approach with allies and partners around the world.

In 2022, under this new framework, the United States and its partners continued to succeed against terrorist organizations, bolstering diplomatic and multilateral engagements and partner capacity building efforts.  Through U.S. leadership, the Global Coalition to Defeat ISIS (Defeat-ISIS) raised more than $440 million in stabilization pledges – including a U.S. pledge of $107 million – to support infrastructure and other critical projects in Iraq and northeastern Syria.  In November the United States and the United Kingdom co-hosted a donors’ conference with 14 governments, and with numerous UN and humanitarian organizations, to discuss steps to improve the security and humanitarian conditions at the al-Hol displaced persons camp in northeast Syria..."

DHS Issues National Terrorism Advisory System (NTAS) Bulletin

"Today, Secretary of Homeland Security Alejandro N. Mayorkas issued a National Terrorism Advisory System (NTAS) Bulletin regarding the current heightened threat environment across the United States.  This NTAS Bulletin replaces the current Bulletin, which was set to expire tomorrow at 2:00 pm. 

As of November 10, 2021, DHS is not aware of an imminent and credible threat to a specific location in the United States.  The United States continues to face a diverse and challenging threat environment as we approach several religious holidays and associated mass gatherings that in the past have served as potential targets for acts of violence.  Through the remainder of 2021 and into 2022, domestic violent extremists (DVEs), including racially or ethnically motivated violent extremists and anti-government/anti-authority violent extremists, will continue to pose a significant threat to our homeland.  Of note, DVEs and those inspired or motivated by foreign terrorists and other malign foreign influences will continue to exploit online forums to influence and spread violent extremist narratives and promote violent activity.  The ongoing global pandemic continues to exacerbate these threats.  Further, foreign terrorist organizations and DVEs continue to attempt to inspire potential followers to conduct attacks in the United States, including by exploiting recent events in Afghanistan.  

“DHS has renewed its commitment to work with our partners across every level of government, the private sector, and local communities to combat all forms of terrorism and targeted violence. We have also renewed our commitment to communicate with the American public often about the evolving threat landscape,” said Secretary Alejandro N. Mayorkas.  “Today, we are issuing the fourth NTAS Bulletin since January 2021.  The threat stream has not changed significantly; however this is an important product that keeps the public updated about threats facing the United States and underscores the importance of the public to staying vigilant and reporting suspicious activity to law enforcement.”.."

"Summary of Terrorism Threat to the U.S. Homeland

The Secretary of Homeland Security has issued a new National Terrorism Advisory System (NTAS) Bulletin regarding the current heightened threat environment across the United States.  The Homeland continues to face a diverse and challenging threat environment leading up to and following the 20th Anniversary of the September 11, 2001 attacks as well religious holidays we assess could serve as a catalyst for acts of targeted violence. These threats include those posed by domestic terrorists, individuals and groups engaged in grievance-based violence, and those inspired or motivated by foreign terrorists and other malign foreign influences. These actors are increasingly exploiting online forums to influence and spread violent extremist narratives and promote violent activity. Such threats are also exacerbated by impacts of the ongoing global pandemic, including grievances over public health safety measures and perceived government restrictions.

Additional Details

  • Through the remainder of 2021, racially- or ethnically-motivated violent extremists (RMVEs) and anti-government/anti-authority violent extremists will remain a national threat priority for the United States. These extremists may seek to exploit the emergence of COVID-19 variants by viewing the potential re-establishment of public health restrictions across the United States as a rationale to conduct attacks.  Pandemic-related stressors have contributed to increased societal strains and tensions, driving several plots by domestic violent extremists, and they may contribute to more violence this year.
  • Additionally, leading up to the anniversary of the 9/11 attacks, Al-Qa’ida in the Arabian Peninsula recently released its first English-language copy of Inspire magazine in over four years, which demonstrates that foreign terrorist organizations continue efforts to inspire U.S.-based individuals susceptible to violent extremist influences.
  • Historically, mass-casualty domestic violent extremist attacks linked to RMVEs have targeted houses of worship and crowded commercial facilities or gatherings. Some RMVEs advocate via online platforms for a race war and have stated that civil disorder provides opportunities to engage in violence in furtherance of ideological objectives. The reopening of institutions, including schools, as well as several dates of religious significance over the next few months, could also provide increased targets of opportunity for violence though there are currently no credible or imminent threats identified to these locations.
  • Foreign and domestic threat actors, to include foreign intelligence services, international terrorist groups and domestic violent extremists, continue to introduce, amplify, and disseminate narratives online that promote violence, and have called for violence against elected officials, political representatives, government facilities, law enforcement, religious communities or commercial facilities, and perceived ideologically-opposed individuals. There are also continued, non-specific calls for violence on multiple online platforms associated with DVE ideologies or conspiracy theories on perceived election fraud and alleged reinstatement, and responses to anticipated restrictions relating to the increasing COVID cases.
  • Ideologically motivated violent extremists fueled by personal grievances and extremist ideological beliefs continue to derive inspiration and obtain operational guidance through the consumption of information shared in certain online communities. This includes information regarding the use of improvised explosive devices and small arms.
  • Violent extremists may use particular messaging platforms or techniques to obscure operational indicators that provide specific warning of a pending act of violence.
  • Law enforcement have expressed concerns that the broader sharing of false narratives and conspiracy theories will gain traction in mainstream environments, resulting in individuals or small groups embracing violent tactics to achieve their desired objectives. With a diverse array of threats, DHS is concerned that increased outbreaks of violence in some locations, as well as targeted attacks against law enforcement, may strain local resources.
  • Nation-state adversaries have increased efforts to sow discord. For example, Russian, Chinese and Iranian government-linked media outlets have repeatedly amplified conspiracy theories concerning the origins of COVID-19 and effectiveness of vaccines; in some cases, amplifying calls for violence targeting persons of Asian descent..."

Terrorism, Violent Extremism, and the Internet: Free Speech Considerations

"Recent acts of terrorism and hate crimes have prompted a renewed focus on the possible links between internet content and offline violence. While some have focused on the role that social media companies play in moderating user-generated content, others have called for Congress to pass laws regulating online content promoting terrorism or violence. Proposals related to government action of this nature raise significant free speech questions, including (1) the reach of the First Amendment’s protections when it comes to foreign nationals posting online content from abroad; (2) the scope of so-called “unprotected” categories of speech developed long before the advent of the internet; and (3) the judicial standards that limit how the government can craft or enforce laws to preserve national security and prevent violence.

At the outset, it is not clear that a foreign national (i.e., a non-U.S. citizen or resident) could invoke the protections of the First Amendment in a specific U.S. prosecution or litigation involving online speech that the foreign national posted from abroad. The Supreme Court has never directly opined on this question. However, its decisions regarding the extraterritorial application of other constitutional protections to foreign nationals and lower court decisions involving speech made by foreign nationals while outside of the United States suggest that the First Amendment may not apply in that scenario. In contrast, free speech considerations are likely to be highly relevant in evaluating the legality of (1) proposals for the U.S. government to regulate what internet users in the United States can post, or (2) the enforcement of existing U.S. laws where the government seeks to hold U.S. persons liable for their online speech.

 Although the government typically can regulate conduct without running afoul of the First Amendment, regulations that restrict or burden expression often do implicate free speech protections. In such circumstances, courts generally distinguish between laws that regulate speech on the basis of its content (i.e., the topic discussed or the message expressed) and those that do not, subjecting the former to more stringent review. A law that expressly restricts online communications or media promoting violence or terrorism is likely to be deemed a content-based restriction on speech; whereas a law that primarily regulates conduct could be subject to a less stringent standard of review, unless its application to speech turns on the message expressed. Whether such laws would survive First Amendment scrutiny depends on a number of factors.."

Domestic Terrorism: an Overview

"The emphasis of counterterrorism policy in the United States since Al Qaeda’s attacks of September 11, 2001 (9/11) has been on jihadist terrorism. However, in the last decade, domestic terrorists—people who commit crimes within the homeland and draw inspiration from U.S.-based extremist ideologies and movements—have killed American citizens and damaged property across the country. Not all of these criminals have been prosecuted under federal terrorism statutes, which does not imply that domestic terrorists are taken any less seriously than other terrorists.

The Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI) do not officially designate domestic terrorist organizations, but they have openly delineated domestic terrorist “threats.” These include individuals who commit crimes in the name of ideologies supporting animal rights, environmental rights, anarchism, white supremacy, anti-government ideals, black separatism, and beliefs about abortion. The boundary between constitutionally protected legitimate protest and domestic terrorist activity has received public attention.

This boundary is highlighted by a number of criminal cases involving supporters of animal rights—one area in which specific legislation related to domestic terrorism has been crafted. The Animal Enterprise Terrorism Act (P.L. 109-374) expands the federal government’s legal authority to combat animal rights extremists who engage in criminal activity. Signed into law in November 2006, it amended the Animal Enterprise Protection Act of 1992 (P.L. 102-346)..."

Global Trends in Terrorism: 1970-2016 (Working draft)

"Terrorism has become one of the dominating national security threats of the 21st century. It is also one of the most complex — mixing the actions of states, extremists, and other non-state actors in a wide range of threats and types of conflicts. Terrorists range from individuals carrying out scattered terrorist acts, to international terrorist networks of non-state actors, to state terrorism including the use of conventional forces and poison gas to terrorize portions of a civil population. Terrorism has also become a key aspect of civil war, insurgency/counterinsurgency, and asymmetric warfare, as well as ideological, ethnic, and religious warfare.

There is no easy way to categorize the resulting patterns of violence, to measure their rise, or to set national security priorities. For more than a decade, the U.S. has focused on the threat of terrorism in Afghanistan and Iraq, but it has dealt increasingly with the expansion of the threat into North Africa, other parts of the Middle East, Sub-Saharan Africa, and the rest of the world. Key warfighting threats like the Islamic State and its affiliates, and the Taliban and Haqqani Network, are only a comparatively small part of the rising threat in the Middle East and North Africa (MENA), Sub-Saharan Africa, and South Asia..."

Federal Assistance for Victims of Terrorism or Mass Violence: In Brief

"Following incidents of terrorism or mass violence in the United States, jurisdictions and individuals may be eligible to receive various types of victim assistance both directly from the Department of Justice (DOJ) and indirectly from DOJ through their respective state victim assistance agencies or other programs. While circumstances in some incidents may result in a jurisdiction’s eligibility for assistance from other federal departments, such as Department of Education grants awarded to Newtown Public School District in recovery efforts from the Newtown, CT, elementary school shooting, this report focuses solely on assistance available from DOJ’s Office for Victims of Crime (OVC)—the primary federal assistance available to victims of terrorism or mass violence.

As authorized by the Victims of Crime Act (VOCA, P.L. 98-473), the OVC supports several federal programs that may assist victims of terrorism or mass violence. Grant programs include the victim assistance and victim compensation formula grant programs and the Antiterrorism and Emergency Assistance Program (AEAP). Other programs and operations directly assist victims, including the Victim Assistance Program at the Federal Bureau of Investigation (FBI), victim witness assistance at the Offices of the U.S. Attorneys, the International Terrorism Victim Expense Reimbursement Program (ITVERP), the Victim Reunification Travel Program, and various supplemental grants to and agreements with agencies and organizations that provide assistance to victims of terrorism or mass violence..."

Firearms Eligibility for Foreign Nationals in the United States

"The recent terrorist attacks in Paris, France and San Bernardino, California, have prompted increased attention upon the categories of persons barred from acquiring firearms. The Gun Control Act of 1968 (GCA), as amended, generally prohibits certain categories of persons from acquiring firearms or ammunition, including some categories of foreign nationals (i.e., aliens). The GCA provides that aliens in the United States unlawfully are generally barred from purchasing a firearm, as are most aliens admitted into the United States pursuant to temporary, “nonimmigrant” visas (subject to limited exceptions). Aliens who violate these prohibitions, along with persons who sell or transfer firearms to them, may face criminal penalties.

Foreign nationals who do not fall under these two restrictions—including lawful permanent residents (commonly referred to as immigrants), refugees, and other lawfully present aliens who did not enter the United States pursuant to a visa, such as many foreign travelers visiting the United States under the terms of the Visa Waiver Program—are not prohibited from acquiring a firearm solely on account of their immigration status. Nonetheless, other provisions in the GCA, such as residency requirements that must be satisfied for a firearms sale to be lawful, may impede some foreign nationals from acquiring firearms...

FINAL REPORT of the TASK FORCE ON COMBATING TERRORIST AND FOREIGN FIGHTER TRAVEL

"Today we are witnessing the largest global convergence of jihadists in history, as individuals from more than 100 countries have migrated to the conflict zone in Syria and Iraq since 2011.1 Some initially flew to the region to join opposition groups seeking to oust Syrian dictator Bashar al-Assad, but most are now joining the Islamic State of Iraq and Syria (ISIS), inspired to become a part of the group’s ‘‘caliphate’’ and to expand its repressive society. Over 25,000 foreign fighters have traveled to the battlefield to enlist with Islamist terrorist groups, including at least 4,500 Westerners. More than 250 individuals from the United States have also joined or attempted to fight with extremists in the conflict zone.

These fighters pose a serious threat to the United States and its allies. Armed with combat experience and extremist connections, many of them are only a plane-flight away from our shores. Even if they do not return home to plot attacks, foreign fighters have taken the lead in recruiting a new generation of terrorists and are seeking to radicalize Westerners online to spread terror back home.

TASK FORCE ON COMBATING TERRORIST AND FOREIGN FIGHTER TRAVEL

Responding to the growing threat, the House Committee on Homeland Security established the Task Force on Combating Terrorist and Foreign Fighter Travel in March 2015. Chairman Michael McCaul and Ranking Member Bennie Thompson appointed a bipartisan group of eight lawmakers charged with reviewing the threat to the United States from foreign fighters, examining the Government’s preparedness to respond to a surge in terrorist travel, and providing a final report with findings and recommendations to address the challenge. Members and staff also assessed security measures in other countries, as U.S. defenses depend partly on whether foreign governments are able to interdict extremists before they reach our shores..."

The Cost of Iraq, Afghanistan, and Other Global War on Terror Operations Since 9/11

"With enactment of the FY2014 Consolidated Appropriations Act on January 1, 2014 (H.R.
3547/P.L. 113-73), Congress has approved appropriations for the past 13 years of war that total $1.6 trillion for military operations, base support, weapons maintenance, training of Afghan and Iraq security forces, reconstruction, foreign aid, embassy costs, and veterans’ health care for the war operations initiated since the 9/11 attacks.

Of this $1.6 trillion total, CRS estimates that the total is distributed as follows:
• $686 billion (43%) for Operation Enduring Freedom (OEF) for Afghanistan and
other counterterror operations received;
• $815 billion (51%) for Operation Iraqi Freedom (OIF)/Operation New Dawn
(OND);
• $27 billion (2%) for Operation Noble Eagle (ONE), providing enhanced security
at military bases; and
• $81 billion (5%) for war-designated funding not considered directly related to the

The Financial Action Task Force: An Overview

"The National Commission on Terrorist Attacks Upon the United States, or the 9/11 Commission,
recommended that tracking terrorist financing “must remain front and center in U.S. counterterrorism efforts” (see The 9/11 Commission Report: Final Report of the National Commission on Terrorist Attacks Upon the United States, U.S. Government Printing Office, July, 2004. p. 382). As part of these efforts, the United States plays a leading role in the Financial Action Task Force on Money Laundering (FATF). The independent, intergovernmental policymaking body was established by the 1989 G-7 Summit in Paris as a result of growing concerns among the summit participants about the threat posed to the international banking system by money laundering. After September 11, 2001, the body expanded its role to include identifying
sources and methods of terrorist financing and adopted nine special recommendations on terrorist financing to track terrorists’ funds. The scope of activity of FATF was broadened as a result of the global financial crisis, since financial systems in distress can be more vulnerable to abuse for illegal activities..."
