Federal Workforce Statistics Sources: OPM and OMB

"According to the Office of Personnel Management (OPM), the federal workforce is composed of an estimated 2.1 million civilian workers. 1 Several federal agencies collect, compile, and publish statistics about this workforce. Sources may vary in their totals due to differences in the methods used to compile these statistics.

For example, some sources rely on “head counts” of employees (OPM), some on total hours worked (such as the Office of Management and Budget [OMB]), some on surveys of employing agencies, and others on self-identification by workers surveyed in their homes..

In addition, federal civilian employee databases may exclude particular departments, agencies, or branches of government. Some may also account for temporary or seasonal employees (such as those employed by the U.S. Census) depending on the time of year the statistics are generated.

This report describes OMB and OPM sources and identifies key differences in methodologies, including data collection. Understanding these sources and their differences will facilitate selecting appropriate data for specific purposes..."

2011 Annual Survey of Public Employment & Payroll

"In March 2011, there were 16.4 million full-time equivalent employees working in state and local governments in the U.S., down 1.4 percent from 2010. According to estimates released today by the U.S. Census Bureau, the majority of these employees (8.9 million) worked in education, followed by those working in hospitals (964,381), police protection (923,951) and corrections (717,940)..."

REPORT ON THE HISPANIC EMPLOYMENT CHALLENGE IN THE FEDERAL GOVERNMENT
"On May 21, 2008, U.S. Equal Employment Opportunity Commission Chair Naomi C. Earp, in partnership with the Social Security Administration (SSA) Commissioner Michael J. Astrue, announced the creation of a Federal Hispanic Work Group. This event marked the culmination of a series of discussions between the Chair and representatives of the Hispanic federal and EEO communities.

The Hispanic Work Group was directed to examine concerns about federal sector employment including, but not limited to, hiring, leadership development and retention. More importantly, the Work Group was given the responsibility of formulating recommendations designed to enhance and refocus federal Hispanic employment plans, and to remove barriers and level the playing field to encourage greater opportunities for Hispanic applicants and employees throughout the federal government. The Work Group was tasked with issuing a report containing both assessments of the problems, as well as issues and recommendations on how to resolve them. 2007 Census of Governments Counts 16 Million State and Local Employees
" The nation’s 89,526 state and local governments employed 16.4 million full-time equivalent employees in 2007, a 4.5 percent increase from 2002, according to the U.S. Census Bureau.

These State and Local Government Employment and Payroll figures are the first comprehensive data to be released from the 2007 Census of Governments. Local governments include counties, cities, townships, special districts and school districts. Individual state descriptions of government structures are available online.

Local governments accounted for 12.1 million full-time equivalent employees, and state governments had 4.3 million. The number of full-time equivalent employees is equal to the number of hours worked by part-time employees divided by the standard number of hours for a full-time employee. The result is then added to the number of full-time employees.

Most full-time equivalent state and local employees worked in education (8.8 million), hospitals (989,000), police protection (933,000) and corrections (731,000)..."

EEOC ISSUES FEDERAL WORK FORCE REPORT FOR 2007
"Naomi C. Earp, Chair of the U.S. Equal Employment Opportunity Commission (EEOC), today released the Annual Report on the Federal Work Force for Fiscal Year (FY) 2007, covering October 2006 through September 2007. The comprehensive report, which informs and advises the President and the Congress on the state of equal employment opportunity (EEO) government-wide, is available on the agency’s web site at www.eeoc.gov/federal/fsp2007/index.html.

The report shows that in FY 2007, federal employees and applicants filed 16,363 complaints alleging employment discrimination on the basis of race, color, sex, national origin, religion, age, disability and reprisal – down from 16,723 complaints in FY 2006 and 18,000 complaints in FY 2005. Agencies also reduced the average processing time for conducting investigations from 186 days in FY 2006 to 176 days in FY 2007, the best investigation times reported in the last 14 years..."
