Commission for the Prevention of Weapons of Mass Destruction Proliferation, Report Card
"..Former Senator Bob Graham (D-FL) and former Senator Jim Talent (R-MO), chair and vice chair of the bipartisan Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism, today released a report card indicating that the U.S. government is not taking the necessary steps to protect the country from the threats posed by WMD and terrorism.
Of 17 grades, the report card includes three failing “F” grades on rapid and effective response to bioterrorism; Congressional oversight of homeland security and intelligence; and national security workforce recruitment. Fortunately, all three grades could be substantially improved by committed leadership in Congress and the Administration..."

The Clock is Ticking:A Progress Report on America’s Preparedness to Prevent Weapons of Mass Destruction Proliferation and Terrorism
"The United States is failing to address its most urgent threat—biological proliferation and terrorism—concluded a report issued today by the bipartisan Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism. The Commission also felt the Obama Administration has given appropriate high-level attention to the nuclear threat but noted the challenges loom large.
The Commission cited a range of missteps on biosecurity that lead to its conclusion: No senior-level advocate for biosecurity in the Administration, attempted funding “raids” on two critical biopreparedness programs, and lack of appropriate disease surveillance..."

WMD Report Card: Evaluating U.S. Policies to Prevent Nuclear,Chemical, & Biological Terrorism Since 2005
"This special report contains the results of analysis by independent
experts who examined US government programs to prevent nuclear, chemical, and
biological terrorism. These expert analyses focused on the time period following the 9/11 Public Discourse Project’s 2005 assessment through the present, to determine in particular whether and what additional progress has been made against the threat of WMD terrorism. Based on the experts’ conclusions, additional research and interviews, and the assessments of our bipartisan Advisory Board, PSA has assembled this Report Card on US government efforts to prevent WMD terrorism."
