Here's What You Need to Know About Our Strategy to Defeat ISIL

There's no question that the tragic events in Paris underscore the urgency of our campaign to defeat and ultimately destroy ISIL. As President Obama has said, the fight against ISIL will be long -- ISIL is a determined, well-resourced, and brutal enemy that aims to establish branches beyond Iraq and Syria, preying on vulnerable populations. 
This is why, at the President’s direction, the U.S. government for more than a year has executed a comprehensive and sustained strategy to defeat ISIL. Since last summer, we’ve built a global coalition of 65 partners who are working together to degrade and destroy ISIL..."

ISIL and Antiquities Trafficking

"The FBI is alerting art collectors and dealers to be particularly careful trading Near Eastern antiquities, warning that artifacts plundered by terrorist organizations such as ISIL are entering the marketplace.
“We now have credible reports that U.S. persons have been offered cultural property that appears to have been removed from Syria and Iraq recently,” said Bonnie Magness-Gardiner, manager of the FBI’s Art Theft Program.
The Bureau is asking U.S. art and antiquities market leaders to spread the word that preventing illegally obtained artifacts from reaching the market helps stem the transfer of funds to terrorists.
In a single-page document titled ISIL Antiquities Trafficking, the FBI asks leaders in the field to disseminate the following message:
  • Please be cautious when purchasing items from this region. Keep in mind that antiquities from Iraq remain subject to Office of Foreign Assets Control sanctions under the Iraq Stabilization and Insurgency Sanctions Regulations (31 CFR part 576).
  • Purchasing an object looted and/or sold by the Islamic State may provide financial support to a terrorist organization and could be prosecuted under 18 USC 233A.
  • Robust due diligence is necessary when purchasing any Syrian or Iraqi antiquities or other cultural property in the U.S. or when purchasing elsewhere using U.S. funds..."

FBI Counterterrorism Executive Briefs Congress on ISIL and Domestic Terrorism

"The day after a criminal complaint was unsealed in federal court in New York charging three Brooklyn residents with attempting to provide material support to the Islamic State of Iraq and the Levant (ISIL), FBI Assistant Director Michael Steinbach briefed a congressional subcommittee on the dynamic threat posed by foreign fighters traveling in support of ISIL and the continued threat to America posed by homegrown violent extremists.
According to Steinbach, the conflict in Syria and Iraq is currently the most attractive overseas theater for Western-based extremists who want to engage in violence. The Bureau estimates upwards of 150 Americans have traveled or attempted to travel to Syria to join extremist groups, and it also has to consider the influence of groups like ISIL on individuals located in the U.S. who could be inspired (particularly through the Internet and social media) to commit acts of violence. “It is this blending of homegrown violent extremism with the foreign fighter ideology that is today’s latest adaptation of the threat,” said Steinbach..."

The Authorization of Military Force Against ISIL Terrorists: What You Need to Know

"Right now, America’s armed forces are working with some 60 nations to degrade and destroy ISIL, a terrorist group that has committed countless barbaric atrocities and poses a grave threat to the people and territorial integrity of Iraq and Syria, regional stability, and the national security interests of the United States and its allies and partners. Coalition air strikes have been instrumental in disrupting ISIL’s command and control and supply lines and taking out their commanders and fighters.

The mission is a difficult one, but make no mistake, our coalition is on the offensive, ISIL is on the defensive, and ISIL is going to lose.

Although the President already has the legal authority he needs to take action against ISIL, he has noted that we are strongest as a nation when the President and Congress work together. A bipartisan authorization of the use of military force (AUMF) against ISIL would provide a clear and powerful signal to the American people, to our allies, and to our enemies that the U.S. is united behind the effort to degrade and ultimately defeat ISIL.."
